Operation Blue Roof

URGENT Information for Residents of Storm-Damage Affected Areas. The United States Army Corps of Engineer will provide FREE temporary roofing to protect your home from further damage from the elements, allowing you to inhabit your home while waiting for other Insurance and Federal financial assistance.

Working in conjunction with FEMA, the US Army Corps of Engineers will install blue plastic sheeting to cover damaged roofs.

Operation Blue Roof is managed by the Corps for FEMA. The purpose of Operation Blue Roof is to provide homeowners in disaster areas with fiber-reinforced plastic sheeting to cover their damaged roofs until arrangements can be made for permanent repairs. Operation Blue Roof protects property, reduces temporary housing costs, and allows residents to remain in their homes while recovering from the storm.

This is a free service to homeowners.

This program is for primary residences or permanently occupied rental properties with less than 50% structural damage. Vacation rental properties are not eligible for the program. 

Once the blue roof is installed, the structure must be habitable. Not all roof types qualify for the program. Roofs that are flat, made of clay, slate or asbestos tile do not qualify. Major storm debris must be removed for the roof to qualify, as contracted crews only have the ability to remove minor debris from damaged roofs.

Residents sign up for the program at “Right of Entry” centers throughout the affected area. “Right of Entry” centers are named for the Right of Entry form that residents fill out granting permission for the Corps of Engineers and its agents to go onto individual properties to install the temporary roof. 

The ROE is a legal document that allows Corps workers to access your property and assess damage to your home. The ROE also allows contracted crews to work on your roof. Operation Blue Roof is for primary residences or permanently occupied rental properties with less than 50% structural damage.
